NY Times, Guardian call for clemency – Editorials urge Obama to pardon ex-NSA contractor for spying program leaks – Thomson Reuters, Jan 02 2014

The New York Times editorial board wrote that the U.S. government should grant former NSA contractor Edward Snowden clemency or a plea bargain given the public value of revelations over the National Security Agency’s vast spying programs, In its lead editorial, the newspaper said Americans now more fully understand how widely their phone calls, emails and other information are tracked. Information provided to journalists by Snowden has also prompted needed legal review of the intelligence gathering and led a presidential panel to call for a major overhaul of the agency, it said. And Britain’s CBC Channel 4 exclusive story reveals Snowden files show how Canada helped NSA spying.

“Considering the enormous value of the information he has revealed, and the abuses he has exposed, Mr. Snowden deserves better than a life of permanent exile, fear and flight. He may have committed a crime to do so, but he has done his country a great service,” the New York Times’ editorial board wrote.

President George W. Bush has got a very serious problem. Before asking Congress for a Joint Resolution authorizing the use of American military forces in Iraq, he made a number of unequivocal statements about the reason the United States needed to pursue the most radical actions any nation can undertake - acts of war against another nation. Now it is clear that many of his statements appear to be false. In the past, Bush's White House has been very good at sweeping ugly issues like this under the carpet, and out of sight. But it is not clear that they will be able to make the question of what happened to Saddam Hussein's weapons of mass destruction (WMDs) go away - unless, perhaps, they start another war. That seems unlikely. Until the questions surrounding the Iraqi war are answered, Congress and the public may strongly resist more of President Bush's warmaking. Presidential statements, particularly on matters of national security, are held to an expectation of the highest standard of truthfulness. A president cannot stretch, twist or distort facts and get away with it. President Lyndon Johnson's distortions of the truth about Vietnam forced him to stand down from reelection. President Richard Nixon's false statements about Watergate forced his resignation.

Weve been exposed to a lot of interesting approaches to improving our security since 9/11. One of the most prominent of these actions is the Patriot Act, which has placed some severe limitations on the civil rights of certain individuals, including incarceration without charge in some circumstances. Recently, domestic spying has been substantiated by the administrations statements that it is done to combat terrorists. A January 30th New York Times ( article by Debra Burlingame comments on the delicate balance between the need for security and civil rights. We have taken considerable strides in the areas of transportation, civil defense, law enforcement and the like since 9/11, but we need to be careful not to create a police state in the process.

The FBI came calling in Windsor, Conn., this summer with a document marked for delivery by hand. On Matianuk Avenue, across from the tennis courts, two special agents found their man. They gave George Christian the letter, which warned him to tell no one, ever, what it said. Under the shield and stars of the FBI crest, the letter directed Christian to surrender "all subscriber information, billing information and access logs of any person" who used a specific computer at a library branch some distance away. Christian, who manages digital records for three dozen Connecticut libraries, said in an affidavit that he configures his system for privacy. But the vendors of the software he operates said their databases can reveal the Web sites that visitors browse, the e-mail accounts they open and the books they borrow. Christian refused to hand over those records, and his employer, Library Connection Inc., filed suit for the right to protest the FBI demand in public. The Washington Post established their identities -- still under seal in the U.S. Court of Appeals for the 2nd Circuit -- by comparing unsealed portions of the file with public records and information gleaned from people who had no knowledge of the FBI demand....

....At the ACLU, staff attorney Jameel Jaffer spoke of "the profound chilling effect" of this kind of surveillance: "If the government monitors the Web sites that people visit and the books that they read, people will stop visiting disfavored Web sites and stop reading disfavored books. ...... The CIA is generally forbidden to keep such files on Americans. Data mining intensifies the impact of national security letters, because anyone's personal files can be scrutinized again and again without a fresh need to establish relevance.

.....The Department of Homeland Security declared an orange alert on Dec. 21 of that year, in part because of intelligence that hinted at a New Year's Eve attack in Las Vegas. The identities of the plotters were unknown. The FBI sent Gurvais Grigg, chief of the bureau's little-known Proactive Data Exploitation Unit, in an audacious effort to assemble a real-time census of every visitor in the nation's most-visited city. An average of about 300,000 tourists a day stayed an average of four days each, presenting Grigg's team with close to a million potential suspects in the ensuing two weeks.

A former stockbroker with a degree in biochemistry, Grigg declined to be interviewed. Government and private sector sources who followed the operation described epic efforts to vacuum up information. An interagency task force began pulling together the records of every hotel guest, everyone who rented a car or truck, every lease on a storage space, and every airplane passenger who landed in the city. Grigg's unit filtered that population for leads. Any link to the known terrorist universe -- a shared address or utility account, a check deposited, a telephone call -- could give investigators a start....Early in the operation, according to participants, the FBI gathered casino executives and asked for guest lists. The MGM Mirage company, followed by others, balked. "Some casinos were saying no to consent [and said], 'You have to produce a piece of paper,' " said Jeff Jonas, chief scientist at IBM Entity Analytics, who previously built data management systems for casino surveillance. "They don't just market 'What happens in Vegas stays in Vegas.' They want it to be true."

....Under what scenario could a person protest a search of his personal records if he is never notified? "People have to depend on their elected representatives to do the job of oversight they were elected to do," Caproni said. "And we think they do a fine job of it."

Ever since Erich von Daniken's book, "Chariots of the Gods" (1968), followed by Maurice Chatelain's "Our Ancestors Came from Outer Space" (1978), "Ancient Astronauts" and "Ancient Aliens" theories have gained popularity and credence via THE HISTORY CHANNEL series featuring mysterious places, collosal structures, curious statues, cave drawings, and giant illustrations and "runways" on the ground that can only be seen from the sky.

These mysteries from thousands of years ago, as well as the stories that native cultures have handed down, seem to support that they witnessed Extraterrestrials in Spacecrafts who were regarded as "gods" descending from the sky -- some of whom came in peace and shared their advanced technology which explains the Pyramids, Mayan Temples, and monoliths worldwide -- and some of whom did battle with other Alien visitors for control of Planet Earth which drove many ancient civilizations to vast underground cities that today's archaeologists are discovering.

Christian debunkers' websites, concerned that any real "evidence" threatens Christanity, tend to point to the weakest examples of "evidence" without explanation of thousands of other curious finds that support the belief that our ancestors may have come from outer space.

Between 1945 and 1980, the United States, U.S.S.R, United Kingdom, France and China exploded 504 nuclear devices in atmospheric tests at thirteen primary sites yielding the explosive equivalent of 440 megatons of TNT. Of these atmospheric tests, 330 were conducted by the United States. Accounting for all types of nuclear tests, official counts show that the United States has conducted 1,054 nuclear weapons tests to date, involving at least 1,151 nuclear devices, most of which occurred at Nevada Test Sites and the Pacific Proving Grounds in the Marshall Islands, with ten other tests taking place at various locations in the United States, including Alaska, Colorado, Utah, Mississippi, and New Mexico. There have been an estimated 1,000 nuclear tests conducted worldwide; the number of nuclear tests conducted by the United States alone is currently more than the sum of nuclear testing done by all other known nuclear states (USSR, Great Britain, France, China, India, Pakistan, North Korea) combined nuclear tests infused vast quantities of radioactive material into the world’s atmosphere, which was widely dispersed and then deposited as global fallout.

How downwinders are exposed to fallout

The nuclear explosions produce a characteristic mushroom cloud, which moves downwind as it reaches its stabilization height. Dispersion of the radioactive elements causes vertical and lateral cloud movement, spreading radioactive materials over adjacent regions. While the large particles settle nearby the site of the detonation, smaller particles and gases may be dispersed around the world. Additionally, some explosions injected radioactive material into the stratosphere, more than 10 kilometers above ground-level, meaning it may float there for years before being subsequently deposited uniformly around the earth. Global fallout is the result, which exposes everything to an elevated level of man-made background radiation. While "downwinders" refers to those who live and work closest to the explosion site and are thus most acutely affected, there is a global effect of increased health risks due to ionizing radiation in the atmosphere.

Health effects of nuclear testing

The earliest concerns raised about the health effects of exposure to nuclear fallout had to do with fears of genetic alterations that may occur among the offspring of those most exposed. However, the observed inheritable effects of radiation exposure by groups with histories of acute risk are considered minimal compared with the significant increase in thyroid cancer, leukemia and certain solid tumors that have developed within a decade or more after exposure. As studies of biological samples (including bone, thyroid glands and other tissues) have been undertaken, it has become increasingly clear that specific radionuclides in fallout are implicated in fallout-related cancers and other late effects. In 1980, People magazine revealed some consequences of continental nuclear testing for American citizens. The magazine disclosed that of some 220 cast and crew who filmed a 1956 film, The Conqueror, on location near St. George, Utah, ninety-one had come down with cancer, with an unheard of 41 per cent morbidity rate. Of these, forty-six had died of cancer by 1980. Among the victims were John Wayne and Susan Hayward, the stars of the film

Current status of U.S. nuclear testing

After adopting the Comprehensive Test Ban Treaty in 1996, the U.S. and several other nuclear states pledged to stop nuclear testing. To enforce the CTBT it must be signed and ratified by 44 specific states, only 36 of which have done so including France, Russia and Britain. Iraq ratified it in 2013. The remaining eight are China, the United States, India, Pakistan and North Korea; Israel, widely believed to have atomic weapons; Iran, suspected of wanting them; and Egypt.

In February 2009, President Obama stated that he intends to pursue Senate ratification of the treaty "immediately and aggressively." As of early 2014, the United States has not yet ratiftied the Comprehensive Test Ban Treaty.
